September, 2, 2010:Yakutian law-makers to work out oil-pollution acts |
The republican parliament now has a special working group focusing on development of measures to raise ecological safety at ESPO oil pipeline and other large-scale industrial projects.
At the first session the working group decided to carry out monitoring of the current ecological legislation in the Russian Federation and Republic of Sakha (Yakutia). Having done so, the group decided to outline a conceptual document on advancing the nature protection legislation. The document will include a draft law on oil pollution to be first read by the parliamentarians this fall.

The Department of the Federal Natural Resources Management Service (Rosprirodnadzor) in the Sakha (Yakutia) Republic from the 8th to 15th of July, 2010, made an extraplanned documentary inspection due
to the ascertained fact of an oil spill on ES-PO oil-pipeline in Olekminsk region.

We received answer from the Nature Protection Ministry of the Republic of Sakha (Yakutia) telling about the breakage on the ESPO oil pipeline in January this year in Lensky region in southern Yakutia and the emergency recovery work being done. |

May, 28, 2010: update on oil spills on ESPO in South Yakutia |
Lensky region: according to the oil spill liquidation plan they began processing of sorbents and biological recultivation of the spoiled lands, the work done due June, 30th. As ESPO oil pipeline website states, no oil penetration into water streams is detected in period of thaw and break-up.
People of Chamcha village made an inquiry about pollution of their territories by oil-polluted next to the Kien Jurjah stream, which falls into the Njuja river. At this time, their inquiry is under consideration.
Olekminsky region: February, 24 till 27th there was a joint unscheduled field check of the pipeline, resulted in outlining measures of administrative pressure . Additional investigation is being made by Olekminsky Office of Public Prosecutor Since March since 30th.
On reserve run of ESPO oil pipeline through the Lena river: according to Ministry of Environmental Protection of Sakha Republic, on February, 2010, President of Sakha Republic, Shtyrov V. A addressed the oil company "Transneft" about necessity to accelerate project development and building of reserve runs of the oil pipeline under rivers Lena, Njuja, Aldan, Amga, which should be done by safer way, considering special regional climatic conditions, hydrological features of northern rivers.
Management of "Transneft" informed about their decision-making on building of reserve underwater crossings of the Lena and Aldan rivers, delivery of the technical work on designing of reserve runs and the beginning of performance of exploration. They also stated on informing of the public initiatives about the carried work on the crossing.
A special workgroup aimed at outlining measures for raising the ecological safety of the ESPO oil pipeline has been working for two month already. The group consists of nature protection officers, managers, engineers and scientists. However, there are no representatives of ecological community .
We prepare the next inquiries in order to receive information about the work of this group, and also about some other moments of the occurred incidents.
